President Yoweri Kaguta Museveni held a campaign rally in Lira City, Uganda, on january 9, 2026, emphasizing peace as the cornerstone of UgandaS development and warning against destabilizing forces. He credited the National Resistance Movement (NRM) with establishing the peace that has enabled progress in infrastructure, energy, agriculture, and industry.
The Foundation of Peace
Peace is the primary achievement of the NRM government and the essential prerequisite for all development in Uganda. Prior to the NRM’s rise to power, Uganda experienced significant political instability, cattle rustling, and widespread insecurity, hindering any substantial progress. Museveni stated, “No one should dare disturb Uganda’s peace.”
For example, the construction of Mandela National Stadium (Namboole), initially offered by China in 1968, was only possible after the NRM established a secure environment.
NRM’s Contributions to Development
President Museveni identified development as the second major contribution of the NRM government, directly linked to the established peace. He highlighted infrastructure projects as evidence of this progress.
Beyond Namboole, the President cited the construction of Akii-Bua Stadium in Lira, Hoima Stadium, and other infrastructure projects as tangible results of the NRM’s focus on development.
Addressing Past Insecurity
the President directly contrasted the current state of Uganda with its past, characterized by pervasive insecurity. He specifically mentioned cattle rustling as a major problem that the NRM government has addressed.
According to a Uganda People’s Defence Forces (UPDF) report from December 2025, cattle rustling incidents have decreased by 75% in the Karamoja region as 2010, directly attributable to increased security presence and community engagement programs.
Lira City and Regional Development
The rally in Lira City underscores the NRM’s commitment to regional development. The construction of Akii-Bua Stadium within Lira District demonstrates a focused effort to improve infrastructure outside of the capital, Kampala.
The Lira City Council‘s 2024/2025 budget allocated 30% of its funds to infrastructure projects, including road improvements and market upgrades, reflecting a continued emphasis on development initiatives.
