Presidential Power: Why Presidents Matter Now
How Trump and Biden Shaped the Evolving American Presidency
Updated June 06, 2025
The American presidency, while supported by a vast infrastructure, is profoundly shaped by the individual holding office. Recent administrations, particularly those of Donald Trump and Joe biden, underscore how much the president’s actions—or inactions—affect the nation. This highlights the growing power of the executive branch and its impact on policy and governance.
Donald Trump’s presidency, marked by his enthusiasm for tariffs, offers a prime example. His tariff policy, often implemented via social media, roiled international markets and strained relationships with allies. Aides worked to project stability, but Trump’s personal drive clearly dictated the policy.
Conversely, Joe Biden’s tenure saw an impactful hands-off approach. While engaged in foreign policy, certain domestic issues, such as the situation at the southern border, were not addressed until late in his term. This difference in approach underscores how presidential style shapes policy outcomes.
The balance of power has shifted toward the executive branch, with Congress ceding authority amid political polarization. The courts, while deliberative, lack direct enforcement mechanisms. This concentration of power amplifies the president’s influence and the importance of their team.
Chris Whipple, author of “uncharted,” said, “The presidency can’t really be run by a cabal of faceless bureaucrats. The president matters.”
While Americans traditionally view the president as influential in military and foreign policy, perceptions are shifting. A recent YouGov survey indicated that 60% believe the president has important control over tariffs, reflecting Trump’s impact on trade policy. This issue may ultimately reach the Supreme Court.
Trump’s immigration policies further illustrate the power of the executive. His administration used emergency powers to secure the southern border, deport unauthorized immigrants, and alter the protected status of certain migrants. These actions, along with his tariff policies, are testing the system of checks and balances.
An aide from both Trump administrations noted that the current inner circle is more cohesive, lacking the internal dissent seen during Trump’s first term. whipple highlighted Chief of Staff Susie Wiles’ effectiveness in helping Trump execute his agenda.
Whipple said, “The White House is no longer just a battlefield of internecine warfare and backstabbing.”
