The Rally and Police Response
Hundreds attended the “Defend the Right to Protest” rally at Belfast City Hall, with some participants displaying posters and clothing supporting palestine Action. prior to the event, the PSNI issued warnings that displaying support for the proscribed group could constitute a criminal offense. Despite these warnings, no arrests were made during the demonstration itself.
police deployed officers, including evidence gatherers and the Air Support Unit, to monitor the event. Demonstrators briefly blocked Chichester Street. According to a PSNI statement, officers issued warnings regarding potential offenses and identified individuals suspected of possessing items indicating support for Palestine Action.
Proscription of Palestine Action
Palestine Action was officially proscribed by the UK government on July 2024, classifying it as a terrorist organization. The Home Office order makes membership or support for the group a criminal offense under the Terrorism Act 2000. This proscription has sparked debate regarding its impact on legitimate protest and freedom of expression.

Separate Assault Investigation
In addition to the investigation into potential support for a proscribed organization, the PSNI is also investigating a reported assault that occurred during the rally, involving a protester and a member of the public. Police are appealing for any footage that may assist in this separate investigation.
Rights to Protest and PSNI Statement
The PSNI emphasized its commitment to upholding basic human rights, including the right to protest, freedom of speech, and freedom of assembly. However, the force also stressed that these rights are balanced against the rights and protection of others. The PSNI encourages lawful and considerate protest activity.
The right to protest, freedom of speech, and freedom of assembly are fundamental human rights. These are protected in law and allow individuals to engage in peaceful protest, balanced against the rights and protection of others.
Recent Arrest and Amnesty International Response
The investigation follows the arrest of a 74-year-old woman the previous weekend for wearing a Palestine Action T-shirt at an anti-racism rally in Belfast. Amnesty International has criticized the PSNI, calling on the force to uphold people’s right to protest against the genocide being perpetrated in Gaza
