New York State’s initiative to provide free community college education for adults aged 25 to 55 pursuing associate degrees in high-demand fields is expanding access to higher education and workforce development across the state.

Launched by Governor Kathy Hochul on July 1, 2025, the program covers tuition, fees, books, and supplies for eligible New Yorkers enrolled in qualifying programs at SUNY and CUNY community colleges. The initiative, known as the New York State Opportunity Promise, targets working-age adults without prior college degrees, aiming to equip them with skills for today’s evolving job market.

At Jefferson Community College, part of the SUNY system, the program supports students in fields such as childhood education, nursing, computer information technology, computer science, and engineering science. These programs were selected based on labor market demand and are designed to lead directly to employment in growing industries.

Eligibility requires applicants to be New York State residents between the ages of 25 and 55, have no prior associate or bachelor’s degree, and enroll in a state-approved high-demand program. Participants must also apply for New York State Tuition Assistance Program (TAP) funding as part of the enrollment process.

The program builds on existing support systems like CUNY Reconnect, which serves students aged 24 or older pursuing associate, bachelor’s, or graduate degrees. CUNY Reconnect offers personalized assistance through assigned advisors called Navigators, who help with re-enrollment, financial aid navigation, course selection, and access to support services such as academic coaching and career planning.

Financial support under the Opportunity Promise includes completion grants for small outstanding balances, forgiveness grants to settle prior debts that block re-enrollment, retention grants for unexpected financial challenges, and the NYS Opportunity Promise Scholarship, which covers tuition, fees, and books for eligible learners in high-demand programs at CUNY community colleges.

Flexible learning formats are available to accommodate adult learners’ schedules, including in-person, online, and hybrid courses offered in 4-, 8-, and 15-week terms. Jefferson Community College highlights its Prior Learning Assessment (PLA) program, which allows students to earn academic credit for military service, workplace training, and industry certifications, reducing both time and cost to degree completion.

By removing financial barriers, the initiative seeks to enhance economic mobility for over four million working-age adults in New York who lack a college degree. State officials emphasize that expanding access to credentialed education strengthens the workforce and supports long-term economic resilience.

As of the 2026 academic year, applications for both SUNY and CUNY components of the program remain open, with prospective students directed to institutional websites for enrollment details and eligibility verification.
