A clandestine network, dubbed the “shadow fleet,” is facilitating the transport of munitions to Italian ports, according to recent reports. This fleet circumvents international sanctions and inspection protocols, enabling the delivery of weapons intended to bolster criminal organizations. The weapons are reportedly disassembled and concealed within shipments of oil, fuel, and lubricants to evade detection and protect them from corrosion. This method mirrors established routes used for narcotics trafficking, leveraging existing criminal infrastructure.

Catania,a port city in Sicily,has emerged as a central hub for this illicit trade.In March 2022, shortly after Russia’s full-scale invasion of Ukraine, Italian police seized weapons caches linked to the Nizza group of the Santapaola-Ercolano clan Russia‘s invasion of ukraine.

The March 2022 police raid recovered nine firearms, including two Soviet-made AK-47 assault rifles, along with approximately 900 rounds of ammunition. Recent intelligence suggests that fresh shipments of weapons are circulating in the San Giovanni Galermo and librino districts of Catania, stored in pre-arranged warehouses. Sources speaking to Linkiesta claim that at least some of these weapons originate from a state-owned company located in Tula, Russia.

Notably, the weapons are being produced without serial numbers. This intentional omission raises concerns about potential complicity from the Russian state in these transactions. European and UN analyses have consistently warned that the appearance of “new” weapons lacking serial numbers is a strong indicator of para-state involvement in arms trafficking.
