This means that the solution requires eliminating the root causes, including legally enshrined nonexpansion of the alliance to the east.” This suggests Russia seeks guarantees against further NATO expansion as a condition for de-escalation.

Despite an international arrest warrant issued by the International Criminal Court (ICC) over alleged war crimes, Putin is not at risk of arrest in the United States, as the country is not a member of the ICC. This allows the meeting to proceed without legal impediments.
