Putin’s Party Wins Russian Parliamentary Elections Amid Fraud Allegations

According to initial results released by the Central Electoral Commission, the pro-Kremlin ruling party United Russia leads Russia’s parliamentary elections with 57.8 percent of the vote after processing 95 percent of ballots. The vote concluded three days of balloting across eleven time zones and diplomatic missions abroad, establishing a decisive legislative majority for Vladimir Putin’s political base as the war in Ukraine continues.

The nationwide voter turnout reached 56.66 percent, according to the election commission, marking a record participation level in Moscow. The voting period coincided with a major drone attack launched against the Russian capital over the weekend. Authorities stated that Kyiv deployed more than 1,900 drones overnight, resulting in at least two deaths and significant damage to a major oil refinery.

Electoral Results and Party Standing

Data from the Central Electoral Commission indicates that United Russia secured 57.04 percent of the vote by party list after a 25.21 percent vote count, compared to 49.82 percent in the 2021 elections. The Communist Party followed as the second most voted formation with 13.92 percent. The Liberal Democratic Party secured 9.31 percent, New People obtained 8.01 percent, and A Just Russia entered parliament as the fifth qualified party with 5.22 percent.

In the previous parliamentary elections held in 2021 before the large-scale military invasion, United Russia won 324 of the 450 total seats in the State Duma, the lower house of the Russian parliament. Under the current preliminary results, the party is projected to secure 125 seats through party lists alongside 181 district victories, bringing its total toward a constitutional majority. A constitutional majority in the Russian parliament requires 301 seats. United Russia lost its constitutional majority in 2011 amid major anti-government protests, but reclaimed it five years later and retained it in 2021.

Vladimir Putin is not a member of United Russia, though he led the organization from 2008 to 2012. As the sitting president, Putin did not appear on the ballot. His current presidential term runs until 2030, following his victory in the 2024 presidential election where he secured nearly 88.5 percent of the vote. Dmitri Medvedev, the leader of United Russia, stated that citizens of the country maintain their trust in the primary political force, which has held a monopoly in parliament since 2003.

Opposition Exclusion and Voting Context

Independent human rights organizations report that significant political opposition remains virtually non-existent in Russia due to systematic vetting, imprisonment, and exile of critics. According to data from the independent human rights group OVD-Info, more than 2,000 people are currently held in prison on political grounds. Yabloko, registered as the sole pacifist party in the country, was excluded from the federal party lists last month by the Supreme Court. While some individual Yabloko candidates managed to run in local single-mandate districts, they faced heavy restrictions, and two deputy directors of the party were recently imprisoned over anti-war statements on social media.

Yabloko reported that an election observer lost consciousness while detained at a polling station in Saint Petersburg, and several other observers were blocked from accessing polling stations. The party asserted that the majority victory of United Russia does not reflect the public desire for peace. In contrast, Russian Foreign Minister Sergey Lavrov stated that the nation’s diplomatic course will remain unchanged and declared that domestic authorities successfully repelled Western attempts to interfere in the electoral process or cast doubt on its democratic standing.

Electoral officials reported that the voting process also extended to inhabitants in regions of Ukraine currently under Russian military control, with new constituencies established in parts of the Donetsk, Luhansk, Kherson, and Zaporizhzhia regions. Final and definitive election results are scheduled to be calculated and released by September 25.
