Putting America First In International Environmental Agreements – The White House
President Issues Order: U.S. to Prioritize Economy, Withdraw from Certain International Climate Agreements
The President, exercising his constitutional authority, has issued an executive order that places the interests of the American people and the U.S. economy at the forefront of international climate agreements. The order, signed today, aims to maintain economic growth while protecting the environment, building upon the nation’s successful track record of achieving both objectives simultaneously over the decades.
The President acknowledged the importance of international cooperation to tackle climate change but expressed concern about agreements that might hinder U.S. economic growth or disproportionately benefit other nations. The new policy directive ensures that the U.S. will no longer commit to such agreements, stating, "It is the policy of my Administration to put the interests of the United States and the American people first."
The order includes immediate actions to withdraw the U.S. from the Paris Agreement under the United Nations Framework Convention on Climate Change. It instructs the U.S. Ambassador to the United Nations to submit formal written notification of withdrawal to the Secretary-General of the United Nations. The order also mandates the cessation of any financial commitments made under the Convention.
Furthermore, heads of relevant departments and agencies are tasked with reviewing and rescinding policies that were implemented to advance the International Climate Finance Plan within 30 days. They must also prioritize economic efficiency, American prosperity, consumer choice, and fiscal restraint in all future international energy engagements.
The order states that it will be implemented consistently with applicable law and subject to the availability of appropriations. It does not create any enforceable rights or benefits. The White House, January 20, 2025.
