Qatar Posts Q1 2025 Budget Deficit Amid Revenue Decline

Qatar’s Ministry of Finance (MoF) reported a budget deficit for the first quarter of 2025, covering January through March. The deficit was financed through debt instruments, the ministry stated on X.
Total revenues for Q1 2025 reached QR49.4 billion ($13.56 billion), a 7.5% decrease from the same period last year. Oil and gas revenues accounted for QR42.5 billion ($11.68 billion), while non-oil revenues contributed QR6.9 billion ($1.9 billion).
Expenditures for the quarter totaled QR49.9 billion ($13.7 billion), reflecting a 2.8% year-over-year decrease. Spending included QR16.9 billion ($4.64 billion) for salaries and wages, QR18.5 billion ($5.08 billion) for current expenditures,QR13.1 billion ($3.59 billion) for major capital expenditures, and QR1.2 billion ($330 million) for minor capital expenditures.
