Reasons why Thanh Hoa is reviewing the auction of projects that have been and are being implemented
Setting additional conditions for participating in auctions, selling documents in violation of regulations, colluding to lower prices… are issues that organizations and individuals have sent to the authorities to denounce and complain about in property auction activities in Thanh Hoa.
According to the Thanh Hoa Department of Justice, in recent times, despite sluggish real estate market conditions and economic difficulties, property auction activities in Thanh Hoa province have achieved many remarkable results, contributing to the effective implementation of the province’s 2024 budget collection plan.
However, asset auction activities are still limited, such as some localities have not properly implemented the plan and progress of auctioning land use rights for approved planning areas; there are still complaints, denunciations, and recommendations during the auction process regarding issues such as setting additional conditions for participating in the auction, selling auction participation documents in violation of regulations, collusion to suppress prices, violations of rights and obligations of auction organizations and auction participants, etc.
Accordingly, to ensure that auction activities comply with regulations, the Department of Justice has sent documents to relevant units, strictly and fully implementing the provisions of the law on property auctions; being open and transparent in organizing property auctions, especially in selecting auction organizations, scoring and selecting auction organizations; not setting additional conditions to cause obstacles and difficulties for auction participants; strictly implementing the order and procedures for property auctions, especially in organizing the sale of auction participation documents; strengthening supervision of the auction organization process…
Regarding the above issue, the Chairman of Thanh Hoa Provincial People’s Committee has directed the Thanh Hoa Provincial Police and related sectors and units to urgently and thoroughly review the organization of land use rights auctions for projects that have been and are being implemented, strictly handle violations for profiteering, causing market disruption; for cases with unusual signs, handle them according to authority or advise and propose competent authorities to handle them; strictly handle violations of the law in land use rights auctions, especially acts of collusion, market manipulation, price inflation to create an unhealthy market, not true to reality for profiteering…
