Chancellor Rachel Reeves is betting big on technology and innovation, unveiling a Spending Review that commits billions to the sector. the move comes during a week when several tech companies have cooled on the London Stock Exchange.
The Spending Review will hike research and development funding to a record £22.6 billion per year. Reeves is also doubling down on the government’s ambition to establish the UK as an AI superpower, injecting £2 billion into the AI Action Plan, which is overseen by Technology Secretary Peter Kyle.
Reeves said the investment in tech has the potential to “solve diverse and daunting challenges” while simultaneously boosting the job market.
Kyle’s Department for Science, Innovation and Technology (DSIT) emerged as a significant beneficiary of the Spending Review, with its budget increasing to £16.5 billion. this represents a real-terms growth rate of 2.8% from 2023-24 to 2028-29.
The funding is part of a broader package designed to cultivate homegrown talent and bolster education, particularly in aerospace and modern technology.
British Business Bank Set for a Boost
The expansion of the British Business bank’s financial capacity to £25.6 billion is also included. The bank, a government-owned development firm, supports new businesses with personal loans and provides lenders with 70% government-backed guarantees to support debt finance for growing businesses.
Reeves’ focus on innovation aligns with Prime Minister Keir Starmer’s recent push alongside Nvidia at London Tech Week, with the goal of making the UK an “AI maker, not an AI taker,” Starmer said.
However, Starmer’s announcement was overshadowed by news that Alphawave, Oxford Ionics and Spectris were subject to takeovers by U.S. firms.
Merger and acquisition transactions totaling £6.3 billion are anticipated following takeover bids for London-listed Alphawave and Oxford Ionics by U.S. tech giants. Spectris, a testing equipment specialist, also indicated it was likely to accept a proposal from U.S.private equity company Advent.
