Prevalence of Abuse
A recent survey of over 1,200 members of the Mandate trade union, representing workers in the Irish bar and retail sectors, reveals a concerning level of workplace abuse. Nearly two-thirds of respondents reported experiencing verbal abuse while performing their duties.
The survey also highlighted the threat of physical harm, with over 25% of workers reporting threats to their safety. More than 11% indicated they had been physically assaulted during their employment, demonstrating a tangible risk to their well-being.
Comparison to Scotland and Calls for Legislation
Mandate officials note a striking similarity between the experiences of Irish retail and bar staff and those of their counterparts in Scotland. However, the Scottish government has taken proactive steps to address the issue through stronger legal protections.
in 2021, Scotland enacted legislation recognizing the need for additional safeguards for frontline workers facing abuse. According to management details from Police Scotland, prosecutions for threatening and abusive behavior have increased by 37% since the law’s implementation, and prosecutions for common assault have risen by 36%.
Advocacy and Next Steps
Mandate plans to present the survey findings to Alan Dillon, the Minister of State with obligation for retail. The union is also advocating for the government’s support of the Protection of Retail Workers’ Bill, introduced by Fianna Fáil Senator Mary Fitzpatrick.
This proposed legislation seeks to amend the Criminal Justice Act, creating distinct offenses related to the assault, threat, harassment, or abuse of retail workers while they are on the job. The aim is to provide a clearer legal framework for prosecuting perpetrators and deterring future incidents.
