The government has decided to invest approximately 5 trillion won by 2030 to improve medical education in line with the increase in medical school enrollment starting in the 2025 school year. This investment plan aims to enhance medical education conditions, expand medical school faculty, facilities, and educational equipment, and foster regional and essential medical personnel.
Improving Medical Education Conditions
The government’s investment plan consists of several key initiatives:
Expansion and improvement of medical school faculty, facilities, and educational equipment
Innovation of medical school curriculum
Fostering of regional essential medical and medical research hub institutions at university hospitals
Training of excellent regional essential medical personnel through a regional innovation-centered university support system
Enhancing Medical School Facilities and Faculty
The Ministry of Education will invest in remodeling existing medical school facilities and constructing new buildings to prepare educational conditions for the increase in medical school enrollment in the 2025 school year. National universities will increase the number of full-time faculty members by 1,000 over the next three years, starting with 330 in 2025. Private universities plan to gradually increase the number of full-time faculty members by 1,327 by 2030.

The Ministry of Education will pursue field-centered (bottom-up) support so that medical schools can promote curriculum innovation to foster excellent medical personnel. To this end, the Ministry of Education plans to secure a budget of 55.2 billion won by 2025. Through autonomous educational innovation at medical schools, universities will be able to implement diverse educational courses, such as regional-based medical education and strengthening of medical and scientific research courses.
Fostering Regional Essential Medical Personnel
The government will pool the capabilities of central and local governments to foster regional and essential medical personnel through the Regional Innovation-Oriented University Support System (RISE), which will be implemented nationwide in 2025. The government will also introduce a contract-type mandatory doctor system for specialists starting in 2025, providing a monthly regional work allowance of 4 million won to specialists who choose to work long-term at regional medical institutions.
Conclusion
The government’s investment plan aims to improve medical education conditions and foster regional and essential medical personnel. By enhancing medical school facilities, faculty, and curriculum, and providing support for regional innovation, the government hopes to bring students back to medical schools and restore trust in the medical community.
