National Workshop to Validate Quality Framework Project for Public Administration in Burkina Faso
On Friday, October 25, 2024, Ouagadougou hosted a national workshop to validate the quality framework project specific to the administration and its checklist. The event brought together administrative executives, technical and financial partners, stakeholders from local authorities, and civil society organisations.
Objective of the Workshop
The workshop, organized by the Ministry of Civil Service, Labor and Social Protection through the Permanent Secretariat for the Modernization of Administration and Good Governance, aimed to validate the draft quality framework for public administration and the draft assessment grid for the requirements of that framework.
Importance of the Workshop
The Minister of State, Minister of Civil Service, Labor and Social Protection, represented by the Director General of Sector Studies and Statistics, Pélagie Kabré, emphasized the significance of the workshop, stating that the modernization of public administration is one of the main challenges of the government. The government’s ambition is to make Burkina Faso a country of social and economic progress by strengthening the performance of public action, improving the quality of public service, promoting social justice, and fighting corruption.
Background and Context
The desire to improve the operation of the public service dates back to 1986, when the 1st Conference of Commissions of People Responsible for Ministerial Sectors (CCPM) adopted resolutions to improve the functioning of the Burkinabè administration. This was followed by the adoption and implementation of the Global Reform of Public Administration in 1998, the ten-year strategic plan for the modernization of the administration 2011-2020, and the National Strategy for the Modernization of Public Administration 2021-2025.
Vision and Objectives
The National Strategy for the Modernization of Public Administration 2021-2025 envisions a public administration of excellence, supported by republican values and in the service of users/customers. The strategy aims to implement important innovations based on the search for an efficient public administration, which carries republican and civic values, and offers a quality public service to the populations.
Development of the Quality Framework
On the instructions of the Prime Minister, the Ministry of Civil Service, in collaboration with ministries and institutions, and resource persons, developed a draft quality benchmark specifically for the Burkinabè public administration. The draft quality framework and the draft requirements evaluation grid were developed based on requirements and criteria inspired by the legislative and regulatory texts that govern the public service in Burkina Faso, as well as good administrative practices.
Conclusion
The workshop marked the culmination of the efforts of a technical team made up of administrative executives, who worked diligently to develop the draft documents presented. The participants were encouraged to examine the projects with rigor and objectivity, in order to obtain a quality benchmark along with an objective assessment grid.
