Robocalls Drop Sharply as ‘Czar’ Eric J. Troutman Links October Slump to CA-47 Campaign

He claims the “bad guys” - robocallers and illegal telemarketers – are reacting to his announced candidacy and the prospect of increased enforcement.
According to data from YouMail’s Robocall Index (shown in the supplied chart), robocall volume decreased in October. Troutman,a telecom and privacy lawyer known as “the Czar” in industry circles,first announced his intention to run for Congress on July 4,2025,with a platform focused on ending unwanted calls. He formally launched his campaign in October.
Troutman states, “It’s pretty obvious what’s going on here. Robocallers are terrified. They know the czar is coming after them and will put a stop to their nonsense once and for all. The lights are about to flip on and the bad guys are running for cover.” He believes his well-publicized run signals a coming crackdown, prompting scammers to preemptively reduce their activity. “when the Czar speaks everyone listens,” he adds, “The bad guys know the jig is up as soon I’m elected. So they’re hightailing it out of here while they still can.”
While YouMail attributes the decline to broader enforcement efforts, carrier tools, and changing scam patterns, Troutman interprets the timing as a direct response to his campaign.
