It’s hardly a surprise that Frank Rock is seeking another term as district administrator. After all, one term is only five years in politics. If re-elected in September, he would be 55 years old, making a third candidacy in 2030 a distinct possibility.
District administrators often have long tenures, especially in regions where their respective parties are dominant. For example, in the neighboring district of Neuss, Hans-Jürgen Petrauschke has been the district administrator since 2009. Though, he is not running again. His party colleague, Sebastian Schuster in the Rhein-Sieg district, has been in office since 2014 adn is seeking a third term.
One might ask why district administrators seek to stay in office for so long. The answer is simple: power. They are the heads of the district governance, wielding considerable influence. They manage budgets, oversee projects, and represent the district externally.
However, the job of a district administrator is not without its challenges. The district is a construct, an administrative unit. it is not a city or a municipality. this can lead to a sense of detachment among citizens,especially in a geographically sprawling district. The district can become a peripheral phenomenon.
This is not surprising.Try telling someone from Liblar or Lechenich that they live in Erftstadt, or someone from Türnich or Horrem that they are from Kerpen. You might be lucky if they don’t end the friendship immediately. A sense of belonging to a district is then arduous to foster.
This does not make the life of a district administrator any easier. People in the towns and cities feel closer to their mayor. Unless the head of the district administration makes a noticeable public appearance or initiates projects that are visible to the citizens, it will be difficult to gain recognition. It will be important for Rock to highlight his work for the district and, more importantly, for the individual cities in the coming months of the election campaign.

In the initial phase after his election in 2020, the administrator had to prove himself as a crisis manager.The pandemic largely preoccupied his authority,pushing the political day-to-day business and the further development of the district into the background.
Against this background, it seems understandable that Rock will do everything to remain in office. Perhaps that is why he started the election campaign even before his party nominated him and the members elected him. Now it is up to the CDU to run in sync again.
