Romania Online Tax on Parcels – New 25 Lei Fee

The Minister of Finance Alexandru Nazare said that the Government is expecting 1.3 billion lei from the new tax, publicly nicknamed “Tax File”. It will be applied by cooperation with all courier companies for parcels ordered on non-EU platforms.

The Ministry of Finance published on Thursday evening in public debate the draft law with the new taxes that will enter the package 2 of fiscal measures.

A measure is the introduction of a fixed tax of 25 lei for each package below 150 euros that comes from the non-EU area, such as China or Turkey. Of the most famous companies that have entered the Romanian market, selling on the Internet, are Shein and Temu.

200,000 small parcels enter Romania daily

“The evolution of the number of packages delivered in Romania with origin from the extra -community space has increased more than 50 times, from several thousand packages per day, to over 200,000 packages delivered daily.

According to the data managed at ANAF level, in 2025 it is estimated that about 78 million non-EU packages will enter Romania below the threshold of 150 euros, a segment currently exempted from customs duties, with an average value of 50 euros/parcel, ”says the Government in Foundation note to the draft law published in public debate.

Government: Romanian traders are affected, who pay correctly, but also consumers

In the same motivation the authorities claim that several phenomena have occurred, including:

“Unfair competition: local retailers, which comply with all fiscal and compliance obligations, are disadvantaged in front of the extra -community platforms that benefit from reliefs and low costs.”

“Increased risk of non -compliant products: the lack of rigorous control can allow the entry of products that do not comply with EU standards and quality.”

How to apply the tax

The fee will be established by cooperation with all courier companies, as follows:

“(1) A logistical fee for managing the flows of extra -community goods, worth 25 lei for each postal parcel, which contains commercial value, hereinafter referred to as in the territory of Romania, with the beginning of the delivery outside the territory of the European Union, which is below the threshold of 150,”

(2) The tax shall apply to the goods purchased in the case of remote sales of imported goods from third territories or third countries, defined according to art. 266 point 36, respectively 315^2 point 1 of the Fiscal Code.

(3) According to this normative act, the parcel means the totality of the postal references, which contain goods with commercial value, related to the same operation of sale at a distance of goods.

(4) The tax is due for each parcel containing goods from the extra-community space, put in free movement in an EU member state, other than Romania, through a reduced database.

If the package refuses, the fee is not refunded

(5) The obligation to pay the tax rests with the supplier or the person who, through an electronic platform, facilitates the selling at a distance from goods.

(6) In the case of packages that are refused by the recipient person in Romania, the tax is not reimbursed.

(7) The parcel delivered on the territory of Romania is accompanied by its origin statement issued by the supplier or the person who, through an electronic platform, facilitates the sale of goods.

(8) The obligation to collect, declare and transfer the tax rests with the postal service providers as defined in art. 2 Point 2 of the Government Emergency Ordinance no. 13/2013 regarding the postal services, with the subsequent modifications and completions, which teach the recipient’s parcel.

(9) In case the parcel is not accompanied by the statement of origin, but the supplier is a person established in an EU Member State, the tax is not due.

It is also stipulated, also that “the amounts collected will be transferred to the state budget until the 25th of the month following the one in which the recipient’s parcel was delivered”.

Asked how much money the state will obtain through these measures, the Minister of Finance Alexandru Nazare said on Wednesday that he is expecting 1.3 billion lei from the tax of 25 lei at the extra -community parcels.
