Rural schools have a 29% lower internet access rate compared to urban schools. Only 18.47% of the 1,234,788 rural schools have internet access, while 47.29% of 254,327 urban schools are connected. This disparity limits online learning opportunities for students in rural areas.
Digital Infrastructure
The gap in digital infrastructure is also striking. In rural schools, 44.9% have access to resources such as ICT labs and smart classrooms. In contrast, 68.7% of urban schools are equipped with similar facilities. This results in a 23.8% difference, indicating an uneven distribution of digital resources.
Smart Classrooms
The Ministry has sanctioned 130,536 smart classrooms for various states and union territories. A smart classroom includes digital boards, screens, printers, and other technology. The funding for two smart classrooms per school is Rs 2.40 lakh, with an additional recurring grant of Rs 38,000 for resources and electricity.
Atal Tinkering Labs
Atal Innovation Mission has established 10,000 Atal Tinkering Labs (ATLs) across India, with 5,692 labs in rural areas. ATLs are spaces where students can explore STEM concepts hands-on, helping foster innovation and creativity.
National Achievement Survey
The National Achievement Survey (NAS) shows no significant performance gaps between rural and urban schools in assessments conducted in 2017 and 2021. However, it did not examine how the digital divide affects student performance, leaving questions about the impact of unequal resources.
Funding for Rural School Infrastructure
Under the Samagra Shiksha scheme from 2018-19 to 2023-24, the total fund allocation for rural school infrastructure is Rs 9,707.67 crore. This includes investments in classrooms, laboratories, toilets, drinking water facilities, ramps, and electricity.
Government Initiatives
The government aims to improve digital infrastructure in rural schools through various initiatives, including the PM e-VIDYA program. This program enhances online education via DTH TV channels and virtual labs, addressing ongoing challenges like internet connectivity and equipment availability.
Monitoring and Privacy Concerns
The Vidya Samiksha Kendra (VSK) tracks student dropouts and learning progress. The Automated Permanent Academic Account Registry (APAAR) assigns a unique ID to each student, linked to their Aadhar number. However, concerns persist about how personal data is managed and the clarity of these initiatives.
