Russia has issued an arrest warrant for Dmytro Brovdi, a Ukrainian military commander, alleging his involvement in a terrorist attack within Russia’s Kursk region on March 26. Teh attack resulted in the death of Anna Prokofieva, a war correspondent for Russian state-owned Channel 1.
