On September 20, 2023, the United Kingdom, France, and Germany – collectively known as the E3 – triggered a 30-day process that coudl lead to the re-imposition of UN sanctions on Iran, suspended under the 2015 Joint Comprehensive plan of Action (JCPOA). Reuters reported this action stems from the E3’s assessment that Iran is not fulfilling its obligations under the JCPOA regarding the control of its nuclear program.
This move follows a period of escalating tensions and stalled negotiations to revive the JCPOA. In late August, the E3 offered a potential six-month postponement of sanctions restoration, contingent upon Iran granting UN inspectors access to nuclear facilities, addressing concerns about enriched uranium stockpiles, and initiating negotiations with the united States.
