Russia is convening an Arria-formula meeting at UN Headquarters to examine what it characterizes as institutional blind spots in international reporting on violations during the war in Ukraine, Security Council Report reported.
Russia Convenes ArriaFormula Meeting on Ukrainian Armed Forces
Conference Room 8 will host the afternoon meeting starting at 3 pm EDT, which is officially designated as Piercing the Blind Spots of Violations of International Humanitarian Law and International Human Rights Law in the Context of the Ukrainian Crisis: Putting the Spotlight on Activities of the Armed Forces of Ukraine (AFU). Presentations will be delivered by Rodion Miroshnik, who serves as Ambassador-at-Large of the Russian Foreign Ministry on the Crimes Committed by the Kyiv Regime, alongside former CIA analyst and political commentator Larry C. Johnson. The proceedings will be available via UN Web TV transmission.
Moscow Alleges Logistical Blockade and Drone Attacks in Oleshky
According to a concept note circulated by Russia, international organizations have systematically overlooked alleged violations by Ukrainian forces and fostered a culture of impunity. The discussions will center on attacks on civilians, restrictions on essential supplies in frontline areas, and the treatment of Russian prisoners of war. A primary focus is the humanitarian situation in Oleshky, a town in the Russian-occupied part of the Kherson region, where Moscow alleges Ukrainian forces have imposed a logistical blockade since June 2025, disrupting access to food and medicine. The concept note further claims that Ukrainian forces have used first-person-view drones to attack civilians and mined evacuation routes. Ukraine has countered that Russian forces are responsible for the crisis by shooting down humanitarian delivery drones and confiscating civilian supplies.
Security Council Debates Civilian Casualties and Infrastructure Strikes
The 14 October 2026 session follows an emergency Security Council briefing held on 9 October 2026 at the request of five European members: Denmark, France, Greece, Latvia, and the United Kingdom. At that meeting, Assistant Secretary-General Mohamed Khaled Khiari reported that OHCHR figures showed more than 100 civilians killed and at least 429 injured across Ukraine during the preceding week. Khiari cited a reported Russian glide bomb attack on two passenger buses in Kramatorsk on 8 October 2026 that killed at least 33 people, alongside an earlier missile strike on a residential building in Pryluky on 7 October 2026 that killed at least 19 people, including five children. Khiari also noted that OHCHR recorded 496 civilians killed and 3,394 injured inside Russia between January and September 2026 due to Ukrainian attacks.

Diplomatic Divisions Persist Ahead of UN Proceedings
During the 9 October 2026 emergency briefing, European Council members condemned Russian attacks on civilians and infrastructure while calling for an immediate ceasefire. Russia rejected allegations that it deliberately targets civilians, maintaining that its strikes focus on military facilities. Ahead of the 14 October 2026 meeting, several Council members are expected to challenge Russia’s framing of Oleshky, emphasize its obligations as an occupying power, and argue that the session diverts attention from ongoing strikes against Ukrainian infrastructure.
