Report Highlights Broadening Crackdown
GENEVA (AP) – Mariana Katzarova, the United Nations special rapporteur on the situation of human rights in Russia, reported on Monday, September 22, 2024, that repression within Russia is intensifying. Her report details a widening crackdown targeting civilians, journalists, and Ukrainian prisoners of war (POWs) in an apparent effort to suppress dissent and opposition to the ongoing war in Ukraine.
Katzarova, a Bulgarian national who previously led investigations on human rights in Russia for Amnesty International, presented her findings to the UN Human Rights Council. The report alleges a systematic pattern of abuses, including torture, arbitrary detention, and enforced disappearances.
Alleged Mutilation of Ukrainian POW
One notably disturbing allegation detailed in Katzarova’s report involves the alleged mutilation of a Ukrainian POW. According to Katzarova, the individual was captured by Russian troops, interrogated, and subjected to electric shocks. A Moscow doctor then performed surgery to save his life.
Katzarova stated that upon waking from surgery, the POW discovered that a Russian doctor had used a medical tool to burn “Victory! Glory to Russia” onto his stomach. This act, if confirmed, would constitute a grave violation of the Geneva Conventions and possibly a war crime.
Russian Response and Lack of Cooperation
The Russian diplomatic mission in Geneva declined to comment on the allegations. They referred to a statement issued by the Russian Foreign Ministry earlier in September 2024, which dismissed Katzarova’s mandate as “illegitimate” and declared any interaction with her office “unacceptable.” this lack of cooperation hinders autonomous verification of the reported abuses.
The Russian Foreign Ministry statement, released on September 5, 2024, reiterated Moscow’s position that it does not recognize the authority of UN special rapporteurs investigating alleged human rights violations within Russia.
Broader trends in Russian Human Rights
Katzarova’s report isn’t an isolated incident. It builds upon a growing body of evidence documenting a systematic crackdown on dissent in Russia, particularly since the full-scale invasion of Ukraine in February 2022.
Key trends identified in the report include:
- Increased Restrictions on Freedom of Expression: New laws criminalizing “discrediting” the Russian armed forces and spreading “false information” about the war have been used to silence critics.
- targeting of Journalists and Media Outlets: Independent media has been shut down, and journalists face harassment, intimidation, and imprisonment.
- Political Repression: Opposition figures and activists are routinely targeted with politically motivated charges and lengthy prison sentences.
