Russia Ratifies Strategic Partnership Treaty with Venezuela

The russian Senate approved the ratification of the strategic partnership treaty with Venezuela on Wednesday, October 22, 2025. Final promulgation requires signature by President Vladimir Putin.
The treaty, signed in Moscow on May 7, 2025, aims to expand cooperation between Russia and Venezuela across multiple sectors. According to a document presented by the Kremlin, these include political and economic spheres, with specific focus on energy, mining, transportation, and communications, and also security and counter-terrorism efforts.
Legislative Approval
The State Duma,Russia’s lower house of parliament,ratified the agreement on Tuesday,October 21,2025. The Venezuelan Parliament had previously ratified the document on September 30, 2025, and it was subsequently promulgated by President Nicolás Maduro on October 7, 2025.
Russian Deputy Foreign Minister Sergei Ryabkov emphasized the importance of synchronized ratification, citing “unprecedented forceful pressure, including direct military pressure, from the united States” against Venezuela as a key factor, as reported during Tuesday’s Duma session.
Geopolitical Context
Foreign Minister Sergei Lavrov reiterated Moscow’s solidarity with Caracas “in the face of growing external threats and attempts at interference” during a meeting with Venezuelan Ambassador Jesús Rafael Salazar Velázquez on Tuesday, october 21, 2025.
Russia continues to offer diplomatic support to Venezuela, particularly in response to increased scrutiny from the United States regarding drug trafficking along the Caribbean coast.
