Russia’s Hybrid War: Is Europe Ready for the Threat?

European leaders are confronting a rising wave of cross-border security incidents linked to Russia, following a series of drone strikes, airspace violations, and intelligence warnings that point toward an evolving hybrid conflict across the continent.

The Leipzig Airport Drone Attack and Airspace Violations

On August 4, 2024, an explosive-laden drone targeted a Ukrainian airplane parked on the tarmac at Leipzig Airport in Germany, striking one of the aircraft’s wings in an attack that narrowly avoided detonation. Following detailed forensic investigations, German authorities formally accused Russia of carrying out the strike in early September 2024.

Two weeks after those findings, two Italian fighter jets intercepted a pair of Russian military aircraft that had violated Lithuanian airspace, escorting the unauthorized jets out of NATO territory. Such incursions have become increasingly common, prompting European governments to reevaluate their security postures as regional tensions mount.

Political Reactions and Intelligence Warnings Across Europe

Macron convened political party leaders in September 2024 to brief them on classified intelligence regarding potential Russian operations. Facing upcoming presidential elections, Macron sought to brief political candidates on the new phase of hostilities that began with the invasion of Ukraine in February 2022.

By contrast, the political response in Italy—which faces national elections in 2027—has taken a more dismissive tone. Italian Defense Minister Guido Crosetto publicly downplayed a report published by the Spanish newspaper El Mundo, which revealed that the CIA had warned several European governments about a possible Russian attack originating from the Mediterranean Sea and targeting Italy, France, or Spain. Crosetto dismissed the revelation as a mere alarm, stating that nobody benefits from adding fuel to the fire.

Macron similarly offered initial public denials regarding specific tactical threats while simultaneously warning French citizens that multiple indicators demonstrate Russia is actively organizing hostile operations. Macron characterized a direct attack on European soil as a credible prospect, urging leaders and voters alike to treat the developing hybrid threat with serious attention.
