Ukraine’s Air Defense Strategy: Beyond the Patriot System

Ukraine’s air defense strategy is evolving, with a focus on diversifying its arsenal to counter a variety of threats. The Patriot air defense systems, while crucial, are just one part of a broader, multi-layered approach. This strategy is essential as Ukraine faces an increasing number of drone attacks, particularly from Iranian-made Shahed-136 drones.

Ukraine is already working on developing its own analogue of the Patriot air defense systems. However, experts emphasize the need for air defense systems with small and medium radii of action. Military observer Alexander Kovalenko wrote, “Patriot air defense systems will not save when a hundred Shahed-136 flies to it. He is in such a situation the victim himself, and the Shahed-136 is a hunter. But who can save him—a small radius of the air defense system or anti-aircraft missile-gun complex.”

Kovalenko highlighted that large-radius air defense systems like the Patriot are only part of the layered air defense Ukraine needs. The increasing use of swarming drones by Russian forces necessitates a robust small-radius air defense system. These drones are particularly challenging to intercept with mobile firing groups armed with “machine-gun” anti-aircraft guns.

According to Kovalenko, the cost-effectiveness of missiles used in small-radius air defense systems is a critical parameter. He noted, “This war will be won not by the one who will have the most high-tech weapon in a single copy, but by one who will have the cheapest and most massive production. Therefore, yes, Ukrainian Patriot is important, but we should not forget about Ukrainian NASAMS or Iris/T, and the Ukrainian air defense system Crotale, Roland or Chaparral.”

The Situation with Ukrainian Air Defense

On the night of February 23, Russia launched 267 drones across Ukraine, setting a new daily record for drone attacks. The Ukrainian Air Force reported that 138 of these drones were shot down, while another 119 were lost without causing significant damage. This highlights the urgent need for a diversified air defense strategy.

President Vladimir Zelensky recently expressed concerns about the shortage of missiles for the Patriot anti-aircraft missile systems. However, Defense Minister Rustem Umarov assured that the situation with anti-aircraft missiles is under control. This assurance comes at a critical time as Ukraine continues to face relentless drone attacks.

Recent Developments and Practical Applications

The evolving nature of drone warfare necessitates a multi-faceted approach. For instance, the U.S. military has been investing in a variety of air defense systems, including the Patriot, NASAMS, and THAAD (Terminal High Altitude Area Defense) systems. These systems are designed to counter different types of threats, from ballistic missiles to drones.

In practical terms, the U.S. has seen the effectiveness of layered air defense systems during operations in the Middle East. The use of drones and other low-cost, high-impact weapons by non-state actors has forced the U.S. to adapt its defense strategies. The lessons learned from these operations are being applied in Ukraine, where the threat landscape is equally diverse.

Counterarguments and Criticisms

Critics argue that focusing on small-radius air defense systems could divert resources away from more advanced, long-range systems. However, experts like Kovalenko counter this by emphasizing the need for a balanced approach. While high-tech systems like the Patriot are essential, they are not a panacea. A layered defense strategy ensures that Ukraine can effectively counter a wide range of threats.

Conclusion

Ukraine’s air defense strategy is a testament to the evolving nature of modern warfare. By diversifying its air defense arsenal, Ukraine can better protect its territory and civilian population. The integration of small-radius air defense systems, along with advanced long-range systems, provides a comprehensive defense against the diverse threats posed by modern drone warfare.
