Samsung Enters ‘Emergency Mode’ as Major Strike Looms: Prepares to Freeze Chip Production

Samsung Electronics has entered emergency management mode as it prepares for a potential full-scale shutdown of its ultra-advanced automated production lines. The company is taking these precautions following the collapse of labor negotiations and an impending strike scheduled to begin on May 21, 2026.

The potential walkout threatens the fragile global semiconductor supply chain, specifically affecting the production of memory chips. Because silicon fabrication is a highly sensitive process, Samsung is implementing a specialized warm-down protocol to protect its inventory and equipment from catastrophic failure should the facility lose its operating staff.

The Technical Risks of a Production Freeze

Managing a semiconductor fabrication facility involves continuous operation; the advanced machines on the DRAM production lines at Samsung’s Pyeongtaek Campus cannot be stopped as simply as turning off a light switch. The production environment is extremely sensitive to atmospheric contamination, meaning that products left idle mid-production can be ruined.

To mitigate the risk of losing millions of dollars in inventory, production teams are executing a delicate evacuation of components. Industry sources report that workers have already removed approximately 15,000 specialized wafer containers from active automated logistics equipment. Experts estimate that roughly 360,000 individual wafers were evacuated to ensure they do not remain trapped and ruined inside the systems during a shutdown.

In addition to the equipment evacuation, Samsung is restricting the entry of new raw materials into the production pipeline. The company has shifted its remaining capacity to focus exclusively on high-margin products, such as High-Bandwidth Memory (HBM).

The Bonus Dispute and Labor Standoff

The current industrial emergency stems from a severe deadlock between executive management and the National Samsung Electronics Union, which represents more than 44,000 workers. The union announced the 18-day general strike after government-mediated talks failed to reach a resolution.

The conflict centers on the company’s bonus system. Union representatives are demanding a transparent, legally guaranteed institutional structure that would allocate 15% of total operating profit directly to performance incentives for the semiconductor division. The union is calling for the complete abolition of the existing bonus cap.

Samsung management has resisted these demands, seeking to maintain the current profit-sharing format. The company has offered extra incentives only on the condition that the chip division secures the top position in the global market.

Global Economic and Financial Implications

The financial risks associated with a production halt are substantial. Financial analysts estimate that even a partial, well-managed pause in operations could result in a loss of $20 billion in corporate revenue.

A more chaotic, unmanaged freeze of the production lines would be significantly more damaging. In such a scenario, recovery operations could take more than a month, potentially pushing total economic losses beyond 100 trillion won.

Because Samsung serves as a critical backbone for the global distribution of memory chips, the South Korean government is monitoring the situation. A prolonged freeze during an active market supercycle could trigger worldwide component shortages and harm the national economy.

While company executives have issued a last-minute invitation for direct dialogue, union leaders have refused to negotiate. The union maintains that it will not return to the table unless Co-CEO Jun Young-hyun provides concrete compromise proposals.
