San Diego’s dog leash laws are under ‍review following a grand jury report that examined enforcement across⁢ the county’s‍ parks. The report suggests⁢ the city could improve its oversight to ‍better protect people and animals.

The investigation, which covered a dozen ‍parks, found inconsistencies in ⁣how leash laws⁣ are applied.Current regulations require dogs to be restrained by a hand-held leash no longer than six feet, with the handler capable of controlling the ‍animal.

At⁤ Robb Athletic⁢ Field, a popular spot, some visitors reported seeing dogs both on⁣ and off leash, despite posted signs requiring leashes. The grand jury recommends San Diego increase park patrol staffing, standardize signage, and develop a system for evaluating leash-enforcement efforts.

“The dogs‍ love being free, and I think they’re happier,” Mike Hoerres said, regarding the⁤ Ocean Beach ‍dog beach.

The San Diego Humane Society (SDHS), responsible for enforcement, stated ⁢it welcomes the opportunity to collaborate with city leaders to address⁣ concerns ‍and clarify expectations. Eliana Montes, a frequent visitor to ⁢robb Athletic field, emphasized the importance of keeping her dog on a leash for safety reasons.

“I think it’s an⁢ excellent idea if you keep them on leash. You never know if they might⁢ even run⁤ up to another dog and either injure the walker or the dog,” Montes ‍said.

Shannon Waltz, another dog owner, expressed less concern about leash laws, provided the dog is well-trained and has good recall. Though, she acknowledged she would comply with stricter rules if implemented.

“Honestly, ⁤it’s not a big deal to me, provided that the dog is ⁢recall… ⁢If you have a well-trained⁤ dog, there shouldn’t be any issue,” Waltz said.

The City of San Diego acknowledged receipt of the⁢ grand jury report and is preparing⁢ an official‍ response.
