San Francisco is continuing to invest in large-scale development projects aimed at improving infrastructure, creating new amenities, and shaping the city’s future, according to city planning officials. These projects, ranging in size from five to over 200 acres, are expected to span multiple phases over several years and involve significant investment in new infrastructure, including roads, parks, and community facilities.

The city’s planning department works closely with the Office of Economic and Workforce Development (OEWD) to develop and review master plans for these large-scale developments. A key component of these projects often involves the creation of Development Agreements between the city and the developers, which outline development rights, public benefits, and implementation plans.

Several major projects are currently ongoing or proposed. These include the Sunnydale HOPE-SF initiative, the SF Gateway project at 749 Toland Street, and the Freedom West approved projects. Further developments are planned for the 3333 California Street location, the 5M Project, the Balboa Reservoir, and the California Pacific Medical Center (CPMC). Significant redevelopment is also underway at Candlestick Point/Hunter’s Point Shipyard, India Basin, Market and Colton Street, Mission Rock, Parkmerced, Pier 70, Potrero HOPE SF, Potrero Power Station, Stonestown, Treasure Island/Yerba Buena Island, UCSF Parnassus, and Visitacion Valley.

Beyond these specific locations, a major upgrade to the Richmond-San Rafael Bridge is set to begin, marking the first Bay Area bridge to transition to open-road tolling. Construction commenced the week of December 3, 2025, and will involve the removal of existing toll booths and updates to the westbound approach. The project is scheduled for completion in late 2026.

The bridge upgrade is designed to address bottlenecks caused by the merging of toll lanes into travel lanes, aligning the Richmond-San Rafael Bridge with other California highways that have already adopted open-road tolling systems. According to models from the Metropolitan Transportation Commission, most drivers can expect a change of 3-5 minutes in travel time once construction is complete. Carpools and buses may see a change of 10-12 minutes. However, officials caution that actual impacts may vary as the system is implemented and traffic patterns adjust.

The transition to open-road tolling represents a shift in the Bay Area’s transportation infrastructure and could influence traffic flow between Marin and Contra Costa counties. Commuting patterns, travel times, and regional connectivity may all be affected as drivers adapt to the new system. Residents should anticipate periodic construction-related delays over the next year and a half, including a full weekend closure in 2026 to install major equipment.
