Saudi Arabia Stops Defense Agreement Talks with the U.S.
Saudi Arabia has decided to end discussions on an ambitious defense agreement with the United States. This agreement was once seen as a pathway to normalize relations with Israel. Instead, Saudi officials are now focusing on simpler military cooperation agreements.
Previous efforts to finalize a defense pact faced obstacles due to Israel’s recognition of the two-state solution for Palestine. Military actions by Israel in Gaza have led Saudi Crown Prince Mohammed bin Salman to reiterate the need for concrete steps toward establishing a Palestinian state as a condition for normalization.
Crown Prince Salman emphasized, “How can the region integrate if we overlook Palestinian rights?” This comes amid pressure from the U.S. for Saudi Arabia to acknowledge Israel as part of any defense agreement. The U.S. has sought a security deal that includes military protection for Saudi Arabia, contingent on Saudi recognition of Israel.
Current political tensions in Israel and resentment among the Saudi public regarding the Gaza conflict have pushed these negotiations into a stalemate. However, both parties aim to reach a simpler military cooperation agreement before President Biden completes his term in January 2025. This potential pact is expected to enhance joint military training and cyber defense efforts, without a U.S. commitment to defend Saudi Arabia during major conflicts.
Meanwhile, Israeli Prime Minister Benjamin Netanyahu remains eager to achieve normalization with Saudi Arabia, though he faces internal political pressures. A Western diplomat noted that Netanyahu understands the importance of this normalization but is constrained by current political circumstances.
Saudi Arabia also faces uncertainties regarding future policy changes if Donald Trump reclaims the presidency. Trump’s previous actions favored Israel, making Palestinian statehood less likely in his vision. Experts assert that while normalization between Saudi Arabia and Israel remains possible, it will come under strict conditions.
Saudi Arabia maintains a strong commitment to Palestinian rights, making normalization a challenging endeavor in the near future.
