A New Era for Public Service
putrajaya – A important step towards modernizing Malaysia’s public service was taken on Wednesday, August 20th, as the 86th National Council for Local Government (MNKT) meeting agreed to implement the Government Service Efficiency Commitment Act 2025 (Act 867) at both state and local authority levels. This move signals a strong commitment to strengthening public service reform across the nation.
Four Pillars of Reform
Minister of Housing and Local Government Nga Kor Ming outlined the core principles driving act 867: improving service efficiency, reducing bureaucratic red tape by at least 25%, enhancing accountability in governance, and ensuring effective regulation through structural reforms. These aren’t just aspirational goals; they are the foundation for a more responsive and citizen-centric public sector.
The government plans a comprehensive review of outdated regulatory instruments that currently burden both the public and the business community. A “one in, one out” approach will be adopted for new regulations, meaning for every new rule introduced, an existing one will be removed, streamlining processes and reducing complexity. Furthermore,a performance rating system for services will be established to ensure quality and identify areas for improvement.
Incentivizing Excellence and Driving Accountability
Recognizing the crucial role of civil servants in this transformation, the government will offer financial incentives and recognition for remarkable performance. This move aims to foster a culture of excellence and reward dedication to improving public service delivery. the Government Service Efficiency Commitment bill 2025, which underpins these changes, received unanimous passage in both the Dewan Rakyat (March 6th) and the Dewan Negara (March 25th), demonstrating broad political support for the reforms.
Beyond Efficiency: sustainable Development and Inclusivity
The MNKT meeting wasn’t solely focused on efficiency.The council also reviewed the 2025 Urban Renewal Bill, designed to facilitate efficient, inclusive, and sustainable urban redevelopment projects. This legislation is critical for addressing the challenges of rapid urbanization and ensuring that growth benefits all segments of society.
Inclusivity was further emphasized through discussions on guidelines for parking spaces for persons with disabilities, aiming for a more consistent and equitable approach nationwide. recognizing the urgency of environmental concerns,proposals were also put forward for implementing central cooling systems in industrial zones – a move projected to reduce carbon emissions,lower energy costs,and boost industrial efficiency. Guidelines for solar farm planning were also discussed, prioritizing environmentally friendly and community-beneficial renewable energy development.

The meeting, chaired by Deputy Prime Minister Datuk Seri Fadillah Yusof, underscored the federal government’s commitment to strengthening cooperation between state governments and local authorities. This collaborative spirit is seen as essential for realizing the aspirations of Malaysia Madani – a vision for a progressive, inclusive, and sustainable nation.

As Minister Nga Kor Ming stated, the decisions made at the MNKT meeting will serve as a foundation for more efficient, inclusive, and sustainable local governance, ultimately benefiting the people and ensuring balanced, long-term national development. Seven key papers were presented at the meeting, covering a broad range of topics including public administration reforms, sustainable urban development, inclusivity, government procurement improvements, and the country’s strategic energy transition towards a greener, more resilient future.
