Federal authorities arrested José Ángel Rivera Zazueta, known as El Flaco, on September 22, 2025, inside the Cuauhtémoc borough of Mexico City pursuant to a provisional extradition request filed by the United States, El Diario reported. Investigations conducted jointly by the United States Drug Enforcement Administration and the Taiwan Coast Guard tracked Rivera Zazueta’s operations smuggling chemical precursors for fentanyl from Asia through Anchorage, Alaska, to Mexico.
The Arrest in Mexico City and Extradition Proceedings
Mexican federal judge Marco Antonio González Cortazar, sitting at the Reclusorio Oriente, formally ordered the detention and internamiento of Rivera Zazueta following his capture. The court granted the United States a 60-day window to formalize its extradition petition and submit the evidentiary documentation required to prosecute the Sinaloa Cartel operator.
According to the extradition request, United States and Taiwanese authorities intercepted communications and monitored supply chains showing that Rivera Zazueta coordinated shipments of N-Fenilpiperidina-4-Amina-Diclorhidrato, commonly known as 4-AP. The documentation identifies Rivera Zazueta as a high-level coordinator and financier who acquired the regulated precursors in Hong Kong and managed shipments into Mexico via Cargolux Airlines and Cathay Pacific Airlines.
A Chronology of Intercepted Fentanyl Precursors
United States Customs and Border Protection and DEA agents in Alaska intercepted multiple shipments of chemical precursors linked to the trafficking network between 2019 and 2022. Surveillance records and wiretaps analyzed by the Taiwan Coast Guard detailed how the organization routed the chemical shipments through the China-Alaska-Mexico corridor.

On August 5, 2020, United States authorities seized 25 kilograms of 4-AP in Anchorage, Alaska, after tracking cargo originating from Hong Kong. Intercepted communications involving syndicate members identified in the files as CC-3 and CC-4 confirmed the targeted shipment was destined for Mexico City. A second seizure of 25 kilograms of 4-AP occurred in Anchorage on November 20, 2020.
United States DEA control divisions estimate that 100 kilograms of 4-AP can produce approximately 190 kilograms of finished fentanyl. Investigators established that Rivera Zazueta directed the importation of these substances continuously from 2019 through at least March 15, 2022, directly contradicting repeated public denials by former Mexican President Andrés Manuel López Obrador regarding the domestic production of fentanyl and the presence of precursor smuggling networks in the country.
United States Sanctions and Political Connections
The United States Department of the Treasury expanded actions against the network in March 2025 by imposing financial sanctions on Rivera Zazueta for supporting terrorism and engaging in large-scale cocaine trafficking from Colombia. On September 29, 2025, the Office of Foreign Assets Control designated 21 additional individuals for economic penalties, including Rafael Buenrostro Martín and Carlos Torres.
United States treasury records documented that Buenrostro Martín, a former customs chief in Ciudad Juárez, provided political favors and official influence to support the criminal enterprises of Rivera Zazueta. Buenrostro subsequently worked as an operator in political campaigns in Baja California.
Formalizing the United States Extradition Case
Whether the defense will challenge the extradition parameters before the expiration of the judicial window remains undetermined.
