Singapore Consortium Won’t revive Amaravati Start-up area Project, Says Minister

Andhra Pradesh Capital Progress Sees Shift in International Partnership
Singapore’s Minister for National Development, Desmond Lee, has definitively ruled out the possibility of reviving the Amaravati start-up area development project. The consortium, which had previously been involved in the ambitious capital city project, will not be reconstituted to take up the development again. However, Singapore remains committed to supporting Andhra Pradesh’s urban development initiatives through technical cooperation.
Past Collaboration and Project Halt
During the first term of Chief Minister Chandrababu Naidu (2014-2019), singapore provided critically important support to Andhra Pradesh in developing its new capital, Amaravati. This collaboration included the provision of a masterplan, expert exchanges, and capacity-building initiatives. Singaporean companies had also secured a Swiss Challenge tender to develop a crucial start-up area within Amaravati.
However, this partnership experienced a significant disruption when a new government took over in 2019. Following the change in governance, the Singapore consortium ultimately exited the Amaravati project.
The YSR Congress Government’s stance
Upon assuming power in 2019, the YSR Congress party government, led by Y.S. Jagan Mohan Reddy, made the decision to shelve the Amaravati capital city project.A key result of this decision was the cancellation of the agreement with the Singapore consortium. Afterward, the Singapore consortium agreed to withdraw from the project under mutually agreed terms. The formal closure of the Amaravati start-up area development project was announced by the Singapore consortium on November 12, 2019, following the state government’s decision to discontinue it.
The start-up area was envisioned as a phased development over 20 years, covering an area of 6.84 square kilometers. The project’s initiation by the Singapore consortium was preempted by the change in government.
Future Cooperation and Technical Assistance
Despite the closure of the start-up area project, Minister Desmond Lee emphasized Singapore’s continued willingness to support Andhra Pradesh’s development. “Singapore will continue to support the development of Andhra Pradesh and Amaravati through technical cooperation in urban development and working together with partners like World Bank,” he stated.This indicates a shift towards a more advisory and technical support role rather than direct project development by the Singaporean consortium.
Andhra Pradesh’s Expectations for Renewed Collaboration
reacting to Minister lee’s remarks, Chief Minister Chandrababu Naidu expressed Andhra Pradesh’s keen interest in fostering renewed collaboration with Singapore. The state is looking forward to partnerships in key sectors vital for its economic growth and development. These sectors include agriculture, food processing, manufacturing, renewable energy, port infrastructure, digital innovation, and skill development. The focus is now on leveraging Singapore’s expertise in these diverse fields to propel Andhra Pradesh forward.
