Prior to the traffic stop, officers had observed the vehicle being pushed, reportedly due to a depleted battery.
Vehicle Deemed Unsafe for Road Use
Upon questioning, the driver stated the vehicle was only capable of reaching a maximum speed of 50 kilometers per hour (approximately 31 miles per hour).
