New Zealand telecommunications provider Spark is proactively blocking URLs linked to AI-generated child sexual abuse material (CSAM), including non-photorealistic imagery like cartoons, to protect its customers and combat the growing global problem.
Rising Threat of AI-Generated CSAM
Spark is implementing a block list provided by the Internet Watch Foundation (IWF),a UK-based organization that identifies and removes illegal online content. The IWF has reported a staggering 400% increase in AI-generated CSAM, encompassing both realistic and non-realistic depictions. This surge is a global concern, prompting action from internet service providers like Spark.
Leela Ashford, Spark’s sustainability director, emphasized the importance of safeguarding the network. “we’re never going to stop people creating this kind of content, we’re never going to stop people who really want to access it, but this will hopefully avoid kids stumbling across it, even adults inadvertently coming across it,” Ashford stated. “And obviously, it’s quite awful imagery to be exposed to.”
Legal ramifications and Ethical Concerns
Despite the artificial nature of the imagery, creating and sharing CSAM remains illegal in New Zealand. Ashford highlighted the damaging impact of even non-photorealistic depictions. “While it’s not a depiction of a real crime it’s still normalising sexual violence against children, and really there is no excuse for making of viewing or sharing that kind of content. It makes it more likely to happen in the real world.”
The proliferation of AI-generated CSAM presents unique challenges. The ease and speed with wich such content can be created exacerbate the problem, requiring proactive measures from technology companies and law enforcement agencies.
The Role of the Internet Watch Foundation
The IWF plays a crucial role in identifying and removing illegal online content. Their URL list, which Spark utilizes,is regularly updated to address the evolving landscape of online abuse. The foundation’s work is essential in protecting vulnerable individuals and disrupting the spread of harmful material. The IWF’s services extend beyond simply identifying URLs; they also work with law enforcement agencies to investigate and prosecute offenders.
Looking Ahead: Combating AI-Generated Abuse
While blocking access to known URLs is a significant step, it’s not a complete solution. The rapid advancement of AI technology means that new methods for creating and distributing CSAM are constantly emerging. Continued collaboration between technology companies, law enforcement, and organizations like the IWF will be vital in staying ahead of this threat. Further research into detection technologies and preventative measures is also crucial.
Spark’s action sets a precedent for other internet service providers and highlights the growing awareness of the risks posed by AI-generated CSAM. The company’s commitment to creating a safer online environment for its customers demonstrates a proactive approach to addressing this complex issue.
