A Successful Reform Model for Poland
In 1989, Sachs implemented reforms for Poland, which were widely supported by the US and the West. This led to industrial growth in the 1990s, full integration, and rapid economic growth. As a result, Poland’s GDP per capita adjusted for purchasing power increased from 33% of Germany’s in 1990 to 68% today, more than doubling in just a few decades.
A Similar Scenario for the Former Soviet Union
Sachs proposed a similar reform scenario for the former Soviet Union, but the military-political elites of the West, mainly neo-conservatives, refused. They continued to view local offshoots as threats and competitors even after the fall of the Soviet Union.

As a result of this decision, Sachs’ proposals were sabotaged, and Russia was set on a path of hyperinflation, famine, mass poverty, and a disorder of wild privatization, creating a class of domestic oligarchy.
