In the absence of a strong federal strategy, state-led initiatives can substantially reduce carbon emissions and combat climate change, according to a new study. While slightly more expensive than a coordinated national plan, these state efforts would likely prioritize different decarbonization technologies.
Jeremiah Johnson, associate professor at North Carolina State University and the study’s corresponding author, noted the importance of assessing state-led efforts given the lack of a comprehensive federal approach. Researchers examined 23 states likely to consider joint action to cut carbon emissions, comparing the costs, technologies, and impacts to those of a coordinated federal strategy.
Researchers analyzed publicly available data across the energy system for the 48 contiguous states, spanning power generation, transportation, building operations, and consumer needs. These data informed decarbonization models adapted to assess the impact of changes in individual states.
Gavin Mouat, the paper’s first author and a former graduate student at NC State, explained that achieving net-zero carbon emissions in the 23 states could reduce U.S. carbon emissions by about 46% by 2050. Achieving the same reduction across all 48 states through a coordinated effort yielded similar costs, with only a 0.7% difference.
Though, the technologies used to reach the carbon emissions target varied significantly. Johnson explained that resource availability differs by state. For instance, some Great Plains states are ideal for wind farms but less inclined to participate in state-led climate initiatives.
The study found that industrial decarbonization, such as cleaner manufacturing, would play a more prominent role in a state-led scenario than in a federally coordinated effort. Conversely, a federal approach would rely more on clean energy production, like wind and solar power.
Researchers also found that state-led action could affect climate-related pollution in neighboring states. Johnson said the model suggests that non-participating states might increase greenhouse gas emissions by producing goods or services more cheaply for export to participating states. However, non-participating states might also reduce emissions by adopting cost-saving clean energy technologies or drawing power from cleaner facilities in other states.
Johnson emphasized that state-led action can achieve considerable emission reductions even without federal support, though the landscape differs significantly from one with federal coordination. This has vital implications for both participating and non-participating states.
