Roaming Animals in Urban Areas: A Growing Concern in Bobo-Dioulasso
Despite being prohibited by law, roaming animals continue to be a common sight in the city of Bobo-Dioulasso, Burkina Faso. A stroll through the city’s streets reveals a worrying trend, with animals and humans sharing the same roads.
The Law and Its Enforcement
Law number 022 of 2005 explicitly prohibits the roaming of animals in urban areas. However, the reality on the ground tells a different story. In many parts of the city, animals, particularly oxen, can be seen roaming freely, often blocking traffic and posing a risk to road users.
Recent observations on the streets of Bobo-Dioulasso have highlighted the severity of the issue. On September 10, 2024, a group of oxen was seen causing a commotion on the road leading to Nasso, near the airport wall. Similarly, on September 3, 2024, oxen were spotted crossing the road leading to the Bobo fruit and vegetable market, causing traffic congestion.
The Consequences of Roaming Animals
The roaming of animals in urban areas has serious consequences, particularly with regards to road safety. It can lead to accidents, injuries, and even loss of life. It is essential that citizens take responsibility for their animals and keep them confined to their homes or farms outside the city.
Efforts to Address the Issue
The municipal authorities and relevant services have been working to address the issue. According to Séraphin Sanon, commander of the municipal police and head of the hygiene and nuisance department, “animal roaming is strictly prohibited by law in Burkina. Between January and August 2024, the municipal police caught almost 1,000 heads of animals roaming the city. These animals were taken to the pound until the owners came and paid to regain possession of their animals.”
Despite these efforts, the phenomenon continues. Sanon reassured that operations to catch roaming animals are ongoing. “Every week, our elements go out into the field. Even today, they are on a mission to oppress all criminals,” he said.
