Strengthening European Defense: A Strategic Necessity

European Union member states are accelerating the development of an independent defence industry to address critical capability gaps and mitigate risks associated with the potential instability of the North Atlantic Treaty Organization (NATO).

The drive toward strategic autonomy follows reports that recriminations over Iran have heightened the risk of a break-up of NATO, prompting a shift in how Europe manages its military production and arms supply.

The Strategic Compass and 2030 Targets

In March 2022, following the full-scale invasion of Ukraine by Russia in February 2022, EU member states adopted the Strategic Compass. This document serves as the first independent defence policy strategy for the European Union.

Under the Strategic Compass, member states pledged to significantly increase their military capabilities by 2030. The objective is to ensure that the EU can defend itself more effectively, moving away from a reliance on external security guarantees.

Industrial Strategy and Joint Investment

To support these military goals, the European Commission is focusing on the scale and speed of the EU defence industry. European Commission President Ursula von der Leyen announced on February 16 that she would put forward a strategy for the European defence industry specifically designed to strengthen military production and arms supply.

A central component of this effort is the European Defence Industry Programme (EDIP). As of August 19, 2025, the EDIP aims to facilitate improved, increased, and joint investment in defence capabilities across the bloc.

The broader business objective includes the creation of a single market for armaments and services. This initiative seeks to streamline how member states procure military equipment and explores the possibility of financing these efforts through the EU budget.

Existing Defence Frameworks

The current push for autonomy builds upon several existing mechanisms established to address capability shortfalls and improve cooperation between armed forces:

• Permanent Structured Cooperation (PESCO)
• Coordinated Annual Defence Review (CARD)
• European Defence Fund (EDF)

These frameworks were prioritized starting in 2016, a year when then-US President Donald Trump first publicly questioned the security guarantees provided by the United States to Europe. This prompted the EU-27 to seek greater independence in its security and defence policy.

Funding and Implementation Challenges

Despite the agreement that Europe must improve its ability to defend itself, member states continue to negotiate the financial details of these initiatives. Disputes remain regarding the total amount of spending required, the origin of the funding, and whether expenditures should be handled jointly.

Agreement on shared European objectives is considered essential to sustain military support for Ukraine and to fully realize the proposed single market for armaments.

The necessity of these developments is linked to the broader geopolitical environment, specifically the end of the senior partner myth in trans-Atlantic relations and the increasing need for the EU to deliver defence capabilities at a scale and speed that matches current security threats.
