The Communauté de communes Sud-Hérault is recruiting an administrative and legal assistant to join a four-person team within its administrative and financial department. This intermunicipal authority spans 17 communes and serves roughly 19,000 residents across multiple competences including environment, gemapi, urban planning, economic and tourist development including a marina, mobility, social action such as leisure centers, early childhood, and culture and heritage including a center of arts and heritage.
Role and Deliberative Assembly Responsibilities
Working under the authority of the head of the administrative and financial service, the appointee will coordinate and provide operational management for the preparation and monitoring of deliberative bodies. The position requires organizing Community Council sessions, piloting intercommunal assemblies through drafting agendas, convocations, and summary notes, managing deliberations and annexes, drafting minutes, and maintaining regulatory registers. Additional duties involve ensuring the legal security of administrative acts such as decrees, decisions, and deliberations, ensuring act publicity and dissemination, and informing services about formal requirements for administrative acts.
Property, Insurance, and Archival Duties
The selected candidate will manage land affairs, property and co-property situations, and property occupations including standard leases, long-term leases, and temporary occupancy permits, alongside overseeing acquisition and cession procedures and domaniality. The portfolio also covers public procurement insurance contracts, handling insurance contracts and claims files with insurance companies, preparing complaint filings for community council elected officials, and maintaining dashboards. Secondary tasks include conducting legal research and monitoring, drafting correspondence, performing various administrative tasks, and participating in the collection, treatment, conservation, and valuation of community archives, including receiving archive transfers and ensuring regulatory eliminations.
Applicants Need Public Law Background and Software Proficiency
Applicants should possess a background in public law or equivalent experience in producing administrative acts or insurance matters, alongside a solid understanding of territorial collectivity organization and deliberative assemblies. Candidates must demonstrate knowledge of decision-making circuits, territorial environments, and the rules of the General Code of Local Authorities, alongside proficiency in Word and Excel and familiarity with the ACTES ap business software. Personal attributes required for the role include good interpersonal skills, versatility, reactivity, initiative, adaptability, discretion, integrity, public service motivation, rigor, organization, autonomy, cross-functional teamwork capabilities, and strong writing and synthesis skills.
