The Crisis in North Darfur: A Deliberate Siege
el Fasher, a key city in North Darfur, has been under siege by the Rapid Support Forces (RSF) for more than 500 days as of October 2024.This prolonged siege has created catastrophic conditions for civilians, severely restricting access to essential resources like food, water, and medical care. The deliberate targeting of civilians and infrastructure is raising concerns of potential war crimes.
According to UNICEF, the conditions imposed on civilians are “unconscionable.” Civilians, including a large number of children, have repeatedly been subjected to bombardment and are experiencing rapidly deteriorating living conditions. The ongoing conflict has disrupted essential services and created a climate of fear and insecurity.
Famine Conditions and Rising Malnutrition
Several areas within North Darfur have been experiencing famine for months, and the overall food security and child nutrition situation has reached catastrophic levels. Families are struggling to survive on minimal rations, and severe acute malnutrition among children is increasing at an alarming rate.Health facilities are reporting a surge in preventable child deaths linked to hunger and disease.
The disruption of supply routes, the looting of aid convoys, and the systematic denial of humanitarian access have rendered sustained relief efforts nearly impossible. These actions, according to the UN, constitute a violation of international humanitarian law. The World Food Program warned in October 2024 that famine is imminent if access isn’t granted.
UN Condemns Targeting of Civilians
On sunday, October 6, 2024, Denise Brown, the UN Resident and Humanitarian Coordinator in Sudan, strongly condemned the repeated and deliberate targeting of civilians in North Darfur. Her statement followed a series of attacks on hospitals, shelters, and places of refuge.
in a statement released by the UN Office for the coordination of Humanitarian Affairs (OCHA), Ms. Brown emphasized that hospitals, shelters, and places of refuge must not be targeted. She reiterated her appeal for respect for international humanitarian law and an immediate end to attacks on civilians and civilian infrastructure. Ms. Brown also called for thorough, impartial investigations into these incidents and accountability for those responsible.
The UN Security Council has not yet taken decisive action to address the crisis, despite repeated calls from humanitarian organizations. The lack of a unified international response is contributing to the worsening situation on the ground.
