Austria to Mandate Summer School for Students Needing German Language Support
Addressing a Critical Need
Starting next year, Austria will require summer school attendance for students who require additional support in German language skills. Currently,participation in the voluntary summer program is low,with only 17% of the approximately 49,000 eligible students taking part. The government anticipates this mandate will nearly double participation, reaching over 70,000 students.
Incentivizing Teacher Participation
To ensure adequate staffing, Education Minister Christoph Return (NEOS) is prepared to require teachers to participate if voluntary sign-ups fall short. Though, the minister expressed confidence that the program’s incentives will attract sufficient volunteers. Teachers who lead summer school sessions will receive either approximately 60 euros per hour or a reduction of one hour in their teaching workload during the subsequent school year. Currently,applications from teachers exceed available positions.
Streamlining Bureaucracy for schools
A significant effort to reduce administrative burdens on schools is underway. Schools will receive 80% fewer circulars adn regulations from the ministry at the start of the school year. While maintaining quality control, Minister Return believes a more streamlined approach is possible. The “Freiraum School” project, informed by 19,000 suggestions from teachers, school administrators, and university experts, will begin implementing these changes this autumn.
Personnel Outlook and Career Changes
The outlook for teacher staffing for the upcoming school year, beginning September 1st, is more positive than in previous years. While shortages persist in some subjects at middle and elementary schools, the number of applications has increased by 17% compared to last year, as reported by Die Presse. This increase is seen as a positive sign that teaching remains an attractive profession. Notably,around 2,000 career changers have also applied to enter the teaching profession.
Orientation Classes for New Immigrants
New orientation classes will be available for children and adolescents arriving in Austria without prior educational experience, designed to prepare them for integration into the regular school system. While the need for these classes is currently moderate due to a decrease in family reunification cases, the legal framework is in place to accommodate increased demand should migration patterns change.
Addressing Student Behavior with Suspension Support
Starting in February 2026, a mandatory suspension support system will be implemented for students repeatedly involved in violent, threatening, or damaging behavior. Suspended students will receive ten to twenty hours of pedagogical and psychological support at designated school locations. This measure aims to provide consequences for disruptive behavior and encourage reflection. Alongside this, administrative penalties will be introduced for parents who fail to cooperate with the school regarding their child’s problematic behavior.
Securing the Education Budget
Despite economic challenges and potential budget cuts,Minister Return has affirmed that the education budget will be protected,including investments in education. The government has agreed to prioritize departmental budgets, with savings primarily coming from public service adjustments and pension expenses. The planned savings contribution from departments totals 1.1 billion euros.
