SUNY Reconnect Expands Free Degrees for Adult Learners and Veterans

Eligible adult learners between the ages of 25 and 55 can now pursue tuition-free degrees in high-demand fields following the expansion of the SUNY Reconnect program in the 2026-2027 Enacted State Budget. Part of Governor Kathy Hochul’s New York State Opportunity Promise initiative, the program covers not just tuition, but also fees, books, and supplies for students entering careers in technology, education, engineering, and nursing.

State University of New York (SUNY) Chancellor John B. King, Jr. highlighted the expanded opportunities during a visit to Jefferson Community College on Monday, July 21, 2025, as part of his statewide SUNY Reconnect Tour. According to SUNY Chancellor King, the initiative and related military-affiliated funding updates serve as a driving force toward upward mobility and career success across New York’s community college network.

Expansion of Veterans Tuition Awards and Military Support

Alongside adult learner provisions, Chancellor King’s statewide tour brought attention to significant updates to the New York State Veterans Tuition Award (VTA) program. While previous eligibility requirements focused on combat veterans, the expanded framework now opens financial assistance to all honorably discharged veterans who completed at least four years of active-duty service.

Veterans who served in Vietnam, the Persian Gulf, or Afghanistan also qualify under the broader criteria. These changes intersect directly with institutions like Jefferson Community College, which serves approximately 2,500 students across Jefferson, Lewis, Oswego, and St. Lawrence counties, according to college data. JCC holds a designated 2025 Top 10 Gold-Level Military Friendly® School status alongside recognition as a 2025 Military Spouse Friendly® School by VIQTORY and a 2024 Best for Vets college by Military Times.

Student Impact and Community College Enrollment

During the July 2025 campus visit, five Jefferson students participated in a roundtable discussion with Chancellor King to share their experiences as veterans, adult learners, and a recent nursing graduate. Nathaniel Steelman, a veteran and JCC student, noted that the Chancellor actively sought feedback regarding challenges facing the veteran community.

“I was honored to sit in a room with the Chancellor. He wanted to hear from every individual and receive feedback on the different issues discussed. It was quite exciting to hear the different initiatives they are pursuing and the initiatives targeting the veteran community.”

College leadership underscored the institutional alignment with state goals. Dr. Daniel J. Dupee, II, President of Jefferson Community College, stated that the visit reinforced the critical role SUNY plays in providing fresh starts for adult learners and honoring the service of military veterans.

To help prospective students navigate enrollment and financial packaging under the expanded guidelines, Jefferson Community College scheduled a dedicated SUNY Reconnect information session for July 29 at 4:30 p.m. Interested participants can register through the college’s official portal at www.sunyjefferson.edu/freecc. As one of 30 SUNY community colleges, Jefferson offers more than 50 associate degrees, certificates, and microcredentials designed for immediate career preparation or academic transfer.
