JAKARTA – an investigation into waste management practices in South Tangerang,Banten, has uncovered alleged corruption totaling Rp 75.9 billion. The scheme reportedly involved illegally dumping waste in neighboring cities to cut costs, according to prosecutors.
Three individuals have been named as suspects in the 2024 case: Wahyunoto Lukman, head of the South Tangerang City Surroundings Agency; TB Apriliadhi Kusumah, head of cleanliness; and SYM, a representative from the private company PT EPP. Authorities allege the suspects colluded to manipulate the tender process, effectively ensuring PT EPP, a company purportedly ill-equipped for the task, secured the contract.
Rangga Adekresna, head of public information for the Banten Prosecutor’s Office, stated that Wahyunoto Lukman was detained following the arrest of SYM, the director of PT EPP. The exact amount of the state’s financial loss remains under investigation.
“The Banten High prosecutor’s Investigator again detained the suspect WL, the Head of the South Tangerang City Environment Agency,” Rangga told reporters Tuesday. (April 15, 2025)
prosecutors allege that PT EPP, initially only involved in waste transportation, was instructed by Wahyunoto Lukman to obtain the necessary business classification (KBLI) to qualify as a waste management company.
“In preparing the work procurement process to win PT EPP in the tender process, WL has been conspiring with SYM,” Rangga said.
The Rp 75.9 billion tender was later divided into two parts, both awarded to PT EPP: Rp 50.7 billion for waste transportation and Rp 25.2 billion for waste management.
Investigators further discovered that the suspects established a company, CV Bank Sampah Rumpintama (BSIR), with Wahyunoto Lukman’s gardener, Sulaeman, appointed as operational director and Agus Syamsudin as president director. This arrangement allegedly took place in January 2024 in Cibodas, Rumpin, Bogor.
according to Rangga, CV BSIR was intended to serve as a subcontractor for waste management, despite lacking the necessary capacity and experience.
Private Land Used for Illegal Dumping

Nurhimawan, head of the Investigation Section of the Banten Prosecutor’s Office, revealed that Lukman allegedly secured private land in the Rumpin area of Bogor to serve as an illegal dumping site. He also allegedly created his own company to act as a subcontractor.
“Initially it was designed where the location turned out to belong to the suspect Wahyunoto lukman,” Nurhimawan said Thursday (April 17, 2025).
The plan to use the land was ultimately thwarted by protests from local residents.
“Not yet had time (waste), right to be complained by residents so there has not been able to have a garbage disposal,” he said.
Nurhimawan clarified that the 2024 corruption case is unrelated to any legitimate waste management collaborations with Serang City, despite previous agreements between South Tangerang and other regions for waste disposal.
The investigation revealed that waste from South Tangerang was being illegally dumped in various locations, including Cibodas Village and Sukasari Village in Rumpin,Bogor Regency; Gintung Village and Jatiwaringin Village in Tangerang Regency; and in Bekasi Regency.
“These land is the land of individuals, so it is not a land site, so the land is a private land where the land owner is willing to make the land as a landfill,” Himawan said.
The South Tangerang City Government, in collaboration with PT EPP, allegedly dumped garbage onto vacant private land without proper management, violating regulations.
Prices Allegedly Manipulated
investigators allege that the Department of Environment (DH) simply adopted the pricing structure provided by PT EPP without self-reliant verification.
“So HPS (self -estimated price) only copied from HPS in the previous year, especially for transportation (PT HPP),” said Nurhimawan.
The procurement process was conducted through e-Purchasing, but the suspects allegedly controlled the HPS, with the City Government compiling the determination of HPS based on data that could not be accounted for.
“So it does not involve the procurement committee,” he explained.
