The Tampa Bay Economic Development Council drafted a maritime workforce strategy alongside the St. Petersburg Innovation District and Tampa Bay Wave’s Blue Tech Accelerator, according to organizational updates. The collaborative initiative aims to build specialized local talent for the region’s expanding blue technology sector and maritime economy.

Developing Blue Technology Talent in Tampa Bay

According to the Tampa Bay Economic Development Council, the partnership with the St. Petersburg Innovation District and Tampa Bay Wave’s Blue Tech Accelerator has expanded to address workforce demands. The organizations drafted a maritime workforce strategy to help the region capitalize on a growing maritime economy. As part of these efforts, the council recently hosted former NOAA Administrator Dr. Rick Spinrad to explore talent development pathways for the sector. This workforce initiative forms part of the broader Future Ready: Tampa Bay strategic plan. The plan organizes regional growth around three primary goals covering business development, talent, and place, alongside seven target industries. Jennifer Burrington serves as the vice president of research and strategy for the council, guiding business intelligence and economic research priorities.

Infrastructure, Housing, and Business Growth Initiatives

Beyond the maritime sector, the Tampa Bay Economic Development Council advanced digital infrastructure discussions during the first year of its strategic plan. According to the council, leadership brought nationally recognized expert Buddy Rizer to Tampa Bay and traveled to Atlanta and Loudoun County to examine industry best practices. Officials shared these findings with local policymakers to evaluate opportunities surrounding next-generation digital infrastructure. To address place and economic opportunity, the organization recommended Qualified Opportunity Zones and Maritime Prosperity Zones to the State of Florida. Additionally, Opportunity Tampa Bay, Inc. is partnering with Integral and the City of Tampa on Ashley East Tampa, a 118-unit affordable housing development. The council also continues connecting residents to fast-track education and training opportunities through its CertUp Tampa campaign. The core business development pipeline remains active across manufacturing, foreign direct investment, and defense technology. Recent corporate investments include projects from companies such as XTEND and Orion Edge, according to the council’s strategic report.
