Cuban Migrant Wins Big in Florida Casino, Faces Bureaucratic Hurdles

In a tale of luck and legal bureaucracy, a Cuban migrant named Eduardo Cardoso found himself in a unique situation in 2023. Cardoso, an amateur casino enthusiast, won three significant prizes at a Florida casino. However, his victory was marred by a bureaucratic obstacle: he lacked the necessary documentation to prove his residence outside Cuba, thus preventing him from collecting his winnings.

Cardoso, who enjoys visiting casinos, won the prizes but faced a legal hurdle. “I introduced the Cuban passport, but they told me that here (in the United States) it is not worth it,” he explained to Telemundo 51. The casino, Seminole Classic, had every intention of paying Cardoso his winnings but was unable to do so until he presented documents proving his residence in a country outside Cuba.

Spokeswoman Mayra Hernández from Seminole Casinos clarified the situation, stating, “The Casinos Seminole always pay all accumulated awards unless the regulations of the Department of Treasury (USDT) are forbidden.” The Office of Foreign Assets Control (OFAC) requires any Cuban to present evidence of citizenship or permanent residence in a country outside the island before they can claim a prize won in American casinos.

Cardoso revealed that he spent 18 months waiting to gather all the necessary evidence of his residence, a process that finally came through. For his perseverance, he was able to collect the substantial prize he had longed for.

To collect his money, Cardoso used his work permit. He also expressed his excitement to return to Cuba to visit his family and made a forceful recommendation to those who might find themselves in a similar situation: “If they have no documents, do not play, because they are not paid.”

Not all foreigners can make their profits effective in the casinos of the United States. In the case of Cubans, the Treasury Department has strict rules. Therefore, if someone is visiting the U.S. and takes a prize, they will need to prove legal residence in a country other than the island. Fortunately, Casino Seminole representatives stated that they entered all the intention to pay Cardoso. They even made the prize effective, although more than a year had passed for the regularization of their process.

As indicated on its website, the Department of Treasury is the agency of the Executive whose priority guarantees the financial security of the USA. “In total I got $6,400. With that money I will see my mother and my children, almost 16 years old, that I do not see her. I want to cry,” he outlined for the aforementioned medium.
