The meeting heard the opinions of 7 autumn prevention research groups on centralized immunization against major animal diseases in various regions in autumn, “administering first and then supplementing” compulsory immunization vaccines, strengthening the foundation of quarantine supervision, centralized rectification of official veterinarians, construction of grassroots work systems, and allocation of animal epidemic prevention subsidy funds. Report on work highlights and existing problems in other aspects. At present, party committees and governments at all levels attach great importance to animal epidemic prevention work. Territorial responsibilities are in place, agricultural and rural departments and other departments have supervisory responsibilities in place. Animal epidemic prevention measures are solid and effective. We pay close attention to compulsory immunization, animal health supervision, and disease monitoring and early warning, and have fully completed the work. In the autumn, major animal epidemic prevention and control work has been carried out, and the animal epidemic situation in the province has remained stable.

Deputy Director Zhang Jianxun pointed out that at this stage, various localities have heavy work tasks and new leaders. The purpose of autumn prevention mutual inspections is to promote the implementation of work. In view of the outstanding problems discovered during autumn prevention inspections, a systematic review and summary should be carried out, and notifications should be carried out in the short term. If it is difficult to solve or requires coordination among multiple departments, countermeasures should be studied and proposed to solve them step by step. First, carry out two special actions of “strengthening the foundation, improving quality and efficiency” and “improving business capabilities”. Focus on finding and rectifying outstanding problems in the current animal quarantine supervision work, continue to promote the rectification of the official veterinary team, carry out an inventory of official veterinary accounts, and severely investigate and deal with fraudulent use and borrowing of accounts. The second is to steadily promote the construction of grassroots animal husbandry and veterinary systems. This year, Beipiao City and Changtu County successfully passed the effectiveness evaluation of grassroots veterinary institutions by the Ministry of Agriculture and Rural Affairs. The effectiveness evaluation of grassroots veterinary institutions is a powerful starting point for strengthening the construction of grassroots animal epidemic prevention systems and an effective way to improve the province’s veterinary system and governance capabilities. , we should take this as an opportunity to identify the shortcomings and weaknesses in the construction of the grassroots veterinary system, continue to promote the work, and improve the comprehensive prevention and control effectiveness of grassroots animal husbandry and veterinary institutions. The third is to actively strive for funds for projects to improve animal and plant protection capabilities. Supervise and guide cities that have not yet applied to actively apply, strive for funds to renovate veterinary laboratories, and improve cities and counties’ animal disease monitoring and early warning capabilities. The fourth is to speed up the allocation of animal epidemic prevention subsidy funds at provincial and above levels, speed up the resolution of arrears of vaccine payments and harmless disposal funds, and intensify the reform of “hit first and then supplement”. The fifth is to keep pace with the times and make good use of smart supervision methods. Build and improve a smart supervision platform for animal quarantine supervision that is interconnected throughout the chain, further improve the ability and level of animal quarantine supervision, promote high-quality development of the animal husbandry industry, and ensure public health safety. Sixth, we will do a good job in preventing and controlling major animal diseases in autumn and winter. Now that we have entered the cold season of winter, the cleaning and disinfection effect has been affected. We need to urge all localities to guide production and operation entities in breeding, slaughtering, transportation and other aspects to take measures such as cold protection and warmth, adding salt and heating, etc., to improve the cleaning and disinfection effect, and at the same time strengthen monitoring and investigation, emergency immunization and other measures, and timely and standardized handling of animal epidemic risks and hidden dangers. It is necessary to further strengthen brucellosis prevention and control measures among livestock, strengthen joint prevention and control with health departments, and consolidate major animal epidemics such as African swine fever and highly pathogenic avian influenza and key Achievements in the prevention and control of zoonotic diseases.
