Three More Jacksonville Police Officers Arrested for Overtime Fraud

Three More Jacksonville Police Officers Arrested for Overtime Fraud - News Directory 3

Three members of the Jacksonville Sheriff’s Office (JSO) have been arrested on felony charges for allegedly padding overtime claims to steal more than $33,000 in public funds. Sheriff T.K. Waters announced the arrests on April 9, 2026, identifying the suspects as Sgt. Michael Rourke, Ofc. Christopher Sosa, and former Ofc. Dylan Bostick.

The three individuals face charges of grand theft, organized fraud, and official misconduct. According to JSO, each of these charges is classified as a third-degree felony.

Details of the Overtime Fraud

The investigation revealed that the officers wrongfully submitted claims for compensation related to overtime traffic assignments. The fraud involved a combination of City of Jacksonville funds and state of Florida Department of Transportation (FDOT) grant reimbursements.

According to evidence presented by Sheriff Waters, the specific amounts and timeframes for the alleged theft are as follows:

  • Former Ofc. Dylan Bostick allegedly received more than $18,000 in public funds for 243 hours of claimed work between December 1, 2025, and February 23, 2026.
  • Ofc. Christopher Sosa allegedly received more than $10,700 in public funds for 147 hours of claimed work between December 9, 2025, and January 23, 2026.
  • Sgt. Michael Rourke allegedly received more than $4,600 in public funds for 51 hours of claimed work between December 1, 2025, and February 7, 2026.

Sheriff Waters stated that the officers involved had between 10 and 17 years of experience on the job. Despite the similar nature of the crimes, the investigation indicated that the officers did not appear to be working together to file the false overtime claims.

Origin of the Investigation

The arrests of Rourke, Sosa, and Bostick were the result of a wider investigation that began following the arrest of former officer Christian Madsen on February 25, 2026. Madsen was accused of falsifying more than 200 overtime hours and receiving nearly $14,000 in compensation.

Origin of the Investigation

JSO officials stated that Madsen’s arrest led investigators to examine overpayments made to other officers within the Motor Unit. This expanded scrutiny uncovered the fraudulent claims submitted by the other three officers.

Administrative Actions and Recovery

The Jacksonville Sheriff’s Office has taken several administrative steps regarding the employment status of the accused officers. Former Ofc. Dylan Bostick resigned from the agency on March 3, 2026. On the same day, Ofc. Christopher Sosa was suspended from his position.

Sgt. Michael Rourke was suspended on March 12, 2026. Sheriff Waters indicated that the agency is currently seeking the formal termination of both Rourke and Sosa.

Because a portion of the stolen funds was provided through FDOT grants, Sheriff Waters noted that those specific funds will have to be paid back to the state.
