TikTok announced on April 8, 2026, a €1 billion investment to construct a new data center in Lahti, Finland. This project represents the company’s second major data center investment in the country and is a component of Project Clover, a €12 billion European data sovereignty initiative designed to store and process the data of more than 200 million European users on European soil.

The new facility will be located in the Kiveriö district of Lahti. We see designed with an initial capacity of 50 megawatts and a potential total capacity of 128 megawatts. Construction is expected to be completed within one year, with the center becoming operational by 2027.

This expansion follows a previous €1 billion investment announced on May 6, 2025, to build a data center in Kouvola. That first facility, developed by HyperCo Oy, is scheduled to come online by the end of 2026. Together, these investments aim to strengthen TikTok’s digital infrastructure and support the default storage of European user data within a secure European Enclave.

Project Clover and Data Governance

Project Clover is a voluntary initiative implemented by TikTok to provide protections for European user data and privacy that exceed existing regulations. The goal of the program is to enable secure global data flows while ensuring that European data is managed locally under strict access controls and advanced technical safeguards.

To ensure the integrity of these systems, TikTok has engaged NCC Group, a global cybersecurity firm, to provide independent oversight. NCC Group is tasked with checking and verifying data controls, monitoring data flows, and reporting any anomalies. This oversight framework was recognized by the trade publication Computing with a Security Excellence Award for Security Project of the Year in 2026.

Christian Hannibal, Head of Public Policy for TikTok in Finland, stated that Finland was a natural choice for this expansion because the country offers a combination of highly skilled workforce, access to reliable and clean energy, and strong digital infrastructure.

Infrastructure Shift and Strategic Goals

The investments in Lahti and Kouvola are part of a broader strategic effort to remove European user data from infrastructure hosted in the United States entirely. Currently, European user data is held across three sites located in Ireland, Norway, and the United States.

This shift comes amid significant regulatory and political pressure. In January 2026, ByteDance, the parent company of TikTok, narrowly avoided a ban in the United States due to data protection concerns. Simultaneously, European governments and regulators have increased pressure on social media platforms regarding children’s safety.

Regional Impact and Political Context

The Lahti project is expected to contribute to the local digital ecosystem and the regional economy through job creation. A similar sentiment was expressed regarding the Kouvola project by Marita Toikka, the Mayor of Kouvola:

This is a significant investment that strengthens the City of Kouvola’s position as a developing regional center and shows that Kouvola is seen as an attractive investment environment. Despite the economic benefits, the expansion has faced some political friction in Finland. The country’s defense ministry approved the initial 2024 investment for the Kouvola center without informing elected politicians, leading a former minister to publicly call for the project to be reconsidered.
