Top European Destinations for English Speakers: Where English Proficiency Ranks Best

Many popular destinations in Europe can be challenging for English speakers. Learning a new language takes time, and many people move to different countries while learning the local language. Although English is a widely spoken second language, not all countries have high proficiency.

Education First (EF) releases the English Proficiency Index (EPI) each year. In 2024, the results showed a decline in English proficiency across Europe. The study analyzed 2.1 million non-native English speakers. It revealed that women and students had the weakest skills.

Countries with High English Proficiency in Europe

In 2024, nine of the top ten countries for English proficiency worldwide are in Europe. The Netherlands ranked first with a score of 636 points. Norway and Sweden followed in second and fourth places, respectively, with scores of 610 and 608 points. Croatia, Portugal, Denmark, Greece, and Austria also scored high.

Countries with ‘high proficiency’ include Germany, Romania, Belgium, Finland, and Poland.

Countries with Moderate Proficiency

France, a popular tourist destination, has a ‘moderate proficiency’ in English. In 2024, it ranked 49th globally, scoring 524 points. This is a decline from previous years. Italy ranked 46th with 528 points, and Spain was 36th with 538 points. Georgia and Belarus also outranked France.

Other countries with ‘moderate proficiency’ include Moldova, Albania, Russia, Ukraine, and Armenia. Countries where English proficiency is low include Türkiye at 65th and Azerbaijan at 86th.

Trends in English Proficiency

EF has tracked trends in English proficiency since 2011. Many European countries saw declines this year, with 60% reporting lower scores. However, the decline among younger people aged 18-20 stopped.

The gender gap in proficiency continues. Women’s skills remained stable, while men’s skills declined. In 40 countries, men still outperformed women. Africa is unique, as women there generally have better English skills.

In summary, while many European nations excel in English proficiency, countries like France and Italy show a decline, making it tough for English speakers.
