The investigation suggests Toti needed funds to support his political movement, which has twice secured him the governorship of Liguria. When customary fundraising fell short, Toti allegedly turned to Spinelli, who investigators say was willing to provide financial backing in return for guaranteed public acts benefiting his companies. Over three years, Spinelli’s group saw its value reach $1 billion, while Toti’s committees collected approximately $74,000.
